本仪器根据国家行业标准JTJ052《公路工程沥青及沥青混合料试验规程》中T0751《乳化沥青稀浆封层混合料稠度试验》的要求设计制造，用规定的圆锥体测定乳化沥青稀浆封层混合料的稠度，用以检验乳化沥青稀浆封层混合料的摊铺和易性，以确定乳化沥青稀浆封层混合料的配合比设计中合适的用水量。
